we live in Minnesota, and the mother of my friend, we drop off film, and we expect to achieve the objective, which is just one block from the theater, we want to know if it illegal for us (aged 13 to 14) to the block to Target alone, without parents go?
Police say they have 2 parents?

Never had a couple of law as well as heard. My friends and I went a lot more, without the parents with us and never had any problems with the law. There were times when we went near the police car with police in them and nothing happened. One of my friends rides in the Church (Next 2 miles and 2 miles) back home if they can not make a curve.
It is probably very rare where you live, because the sidewalks or not, is dangerous, is slower, or a combination of these three groups.
Make sure it is the mother of your friends before it is the objective that the question to you when something bad happens to you, and have the right to say no.
