I know, Club Orient in St. Martin is not just couples. This is an optional on a nudist beach in French St. Martin. ) For me, this is one of the best resorts in the group clothing optional.

Some are couples, some do not. Any resource that allows individuals and several partners.
Lots of Jamaica, Hedonism (both II and III), and many different pairs.
Club Orient in St. Martin is mostly couples, but not prohibit individuals.
Desire Resort in Mexico: couples.
Eden Bay, Dominican Republic allows unmarried. I do not know what relationship you expect.
